Article Processing Charge (APC) Policy

NG Civil Engineering (NGCE) is an open-access journal. All published articles are made freely available online immediately upon publication, without subscription or access barriers.

To support editorial management, peer-review administration, copyediting, production, online hosting, website maintenance, digital preservation, and long-term access to published content, an Article Processing Charge (APC) is applicable to accepted manuscripts.

Introductory APC Waiver for Submissions Received up to 31 December 2026

As part of the journal's introductory publication support initiative:

All manuscripts submitted to NG Civil Engineering on or before 31 December 2026 will be published free of charge upon acceptance. No Article Processing Charge (APC) will be required for these manuscripts.

Eligibility for this waiver is determined by the original manuscript submission date, not by the date of acceptance or publication.

The waiver applies automatically, and authors do not need to submit a separate waiver request.

Manuscripts submitted from 1 January 2027 onwards will be subject to the standard APC and the waiver/discount provisions described below.

Standard APC

Standard APC: USD 250 per accepted article

The APC is payable only after a manuscript has successfully completed peer review and has been formally accepted for publication.

There is no submission fee.

Waivers and Discounts

1. Research4Life Country Eligibility

NG Civil Engineering uses the Research4Life country eligibility classification as a reference framework when considering APC waivers and discounts.

  • Group A countries — may be considered for a 100% APC waiver

  • Group B countries — may be considered for a 50% APC discount

Research4Life periodically updates its country eligibility classifications. Authors should consult the current Research4Life eligibility list when requesting a waiver or discount.

2. Support for Unfunded Authors

NG Civil Engineering recognizes that some authors may not have access to institutional funding, research grants, publication funds, or other financial support.

Authors from any country who are unable to meet the APC may request:

  • a full APC waiver, where adequately justified; or

  • a partial APC discount.

Requests should normally be made at the time of submission or as early as possible during the editorial process.

A waiver or discount request does not influence editorial assessment, peer review, or the final publication decision.

Important Conditions

  • No submission fee is charged.

  • Manuscripts submitted on or before 31 December 2026 are automatically exempt from APCs, provided they are subsequently accepted for publication.

  • The standard APC of USD 250 applies to eligible manuscripts submitted from 1 January 2027 onwards.

  • APCs are charged only after formal acceptance of a manuscript.

  • Payment is not required before peer review or as a condition for editorial consideration.

  • Waiver and discount requests are considered separately from the editorial and peer-review processes.

  • Editors and reviewers involved in manuscript assessment are not informed of an author's financial circumstances where this is not necessary for editorial processing.

  • Acceptance or rejection decisions are based exclusively on scholarly quality, originality, methodological soundness, relevance, and compliance with journal policies.

  • An author's ability or inability to pay an APC does not influence editorial decisions.

How to Request an APC Waiver or Discount

For manuscripts submitted from 1 January 2027 onwards, authors seeking an APC waiver or discount should contact:

The request should include:

  • Manuscript title

  • Submission ID, if available

  • Corresponding author's institutional affiliation

  • Country of affiliation

  • Funding status

  • Brief justification for the waiver or discount request

Authors of manuscripts submitted on or before 31 December 2026 do not need to submit a waiver request, as the APC exemption will be applied automatically.

Transparency Statement

NG Civil Engineering is committed to transparent and equitable publication practices. The journal's APC waiver and discount policy is intended to ensure that financial constraints do not prevent the publication of scientifically sound and academically valuable research.

Publication fees, waivers, or discounts have no influence on peer review, editorial evaluation, or acceptance decisions.
